Frank Ramos Batista, known widely as "Frankie," is a retired Connecticut Department of Correction officer and longtime Waterbury civic organizer. He has been named the 2026 Puerto Rican Mayor for a Day by the Hispanic Coalition of Greater Waterbury.

Batista was born in Waterbury on February 16, 1961, to Joaquin and Hilda Batista. He attended Waterbury Public Schools and graduated from Crosby High School in 1980. After graduation, he worked in his family's grocery business, Ramos Superette, and at Waterbury Buckle Co. He later worked as an L.S.M. operator for the U.S. Postal Service in New Haven from 1981 to 1983.

In July 1990, Batista joined the State of Connecticut Department of Correction. He started at the Bridgeport Correctional Center and retired in July 2011 from the Cheshire Correctional Institution, after 21 years of service.

His civic involvement began in his teenage years, as a member of the Puerto Rican Youth Organization, Boy Scouts Troop 214 (one of the largest troops in the state), and an original member of the Puerto Rican Drill Team. At 14, he also began a career as a DJ, working with The New Breed and E&F Connection before performing as Frankie-B with The Boss Production DJs.

Batista has held leadership roles with the Spanish Action Council, the organization whose groundwork became today's Hispanic Coalition of Greater Waterbury, as well as the Democratic Town Committee in the 75th District, Nuestra Comunidad, and St. Cecilia C.Y.O., where he served as an assistant coach. In 1983, he founded the Spanish-American League of Social Activities, known widely as the S.A.L.S.A. Club.

Batista has been married to his wife, Luz Yvette Batista, for 35 years. The couple has seven children, Veronica, William, Ashley, Frank Jr., Keyira, Brianna, and Joaquin, along with several grandchildren and great-grandchildren. He is a parishioner at All Saints, Todos Los Santos Parish, where he volunteers with the Confirmation Program.
